Position Summary The Chief Financial Officer (CFO) serves as a member of the executive leadership team charged with managing and controlling all financial-related activities to improve and maintain the financial health of the council and the day-to-day responsibilities of developing and administering the Council's strategic plan. The CFO is accountable for ensuring the achievement of the Council's overall financial plan. This position oversees the Finance, Property, Retail, and Technology operations to ensure these departments operate efficiently and effectively while supporting the mission of Girl Scouts and complying with appropriate federal and state guidelines. In conjunction with the Chief Executive Officer (CEO), the CFO supports the work of the Board of Directors by serving as the Council lead responsible for preparing financial reports and analysis to support effective governance and decision-making of the Finance, Investment, and Audit Committees. Essential Duties and Responsibilities Executive Support: Supports the CEO in leading the development of the Council's budget and operating plan. They ensure that resource allocation and utilization reflect and facilitate the achievement of the council 's strategic plan. The CFO also provides counsel to the CEO in the formulation of overall fiscal policies and plans regarding both short-and long-term financial matters. Board Engagement: Serves as a member of the Board of Directors Finance Committee and is responsible for preparing reports and analysis to support effective governance and decision-making of the Council. Departmental Leadership: Provides leadership and oversight of the Finance department and oversees property and retail teams. Manages finance and the day-to-day operations to ensure accurate and timely processing of financial transactions and financial reporting and alignment with accounting standards. Oversees aspects of Human Resources to ensure effective recruitment, training, and performance management processes and employee policies are in effect. Ensures health and welfare benefits are competitive, payroll and compensation managed, and employee conflicts are resolved. Ensures collaboration across departments to support Product Sales in providing a positive experience for girls and volunteers participating in the program. Oversees Retail revenues through sales of Girl Scout Council and GSUSA branded products. Ensures collaboration of Risk Management with the Board and Audit committee and external auditors. Responsible for the identification and management of business risks and insurance requirements. Oversees council-owned properties to maximize cost-effectiveness in acquiring and disposing of fixed assets and in the construction, improvement, and ongoing maintenance of said properties. Oversees Technology to ensure the availability, security, and integrity of all technology (hardware and software) needed to support Council functions and strategic plans. Relationship Manager: Cultivates and manages the council banking, endowment, and investment management financial relationships. Day-to-Day Responsibilities: Manages all financial transactions, financial records, and financial policies and procedures to protect the sustainability of the Council and adherence to accepted accounting standards and principles. Administers and monitors the performance of operating plans and budgets by measuring and analyzing results, initiating corrective actions, and minimizing the impact of variances. Prepares and issues financial statements and reports for the Board, CEO, and Executive Team. Ensures that all council financial operations comply with GAAP, local, state, federal, and not-for-profit regulations, guidelines, and laws. Audit oversight. Oversees financial and operational audits, i.e., 403b plan audits, employee benefit plans, accounting, and payroll functions, and prepares regulatory filings, i.e., IRS Form 990s and 5500. Process improvement. Identifies opportunities for improved efficiencies and supervises the implementation of improvements to internal controls and operating procedures. Role Model. Work Environment GSCB operates offices in Newark, DE, and Salisbury, MD: and maintains camp properties in Hockessin, DE, Earleville, MD, and Denton, MD. The job is remote and on occasion performed at our Newark office (NRC) in Delaware. However, training or work events may be held at other locations. GSCB service area covers 14 counties in Delaware and the Eastern Shores of Maryland and Virginia. Required Education and Experience Bachelor's or higher or equivalent experience with 10 years of directly related work experience and at least 6 years of leadership experience. Demonstrated ability to foster cross-functional collaboration, inclusion, and integration for Council success. Proven record of managing others through strategic execution and goal achievement, including at the C-Suite level. Experience in fund accounting or nonprofit accounting preferred. Experience managing operating budgets of at least $5 million. Proficient in Microsoft Office Word, Excel, spreadsheets, Outlook, Pivot Tables, and financial and database systems. CPA or MBA preferred. Executive team and Board experience preferred. Additional Qualifications Must demonstrate commitment to diversity, equity, and inclusion (DEI).
